Before the founding of the military government in Edo, the Kandamejin Temple was located at the Tyra no Masakado Mound near the Kandabashi Gates, but as the castle grew larger, Edo moved to Suzukite in Surugadai and then to Yusima, in 1616. The temple was inhabited by vast territories, . The gods of the temple were Onamuti no miko and Taira no Masakado.

The temple was to the north-east of the castle of Edo and was the defender of the city of Edo. Temple holidays Sanno-maiuri and Kanda-maiuri were widely popular among the citizens, and were characterized by excessive pomp. They were attended by a shogun and his courtiers.
