Count Ivan Lazarevich Lazarev – founder of the Institute of Oriental Languages in Moscow, a major statesman close to the Russian court, who played a prominent role in the development and strengthening of friendly relations between the Armenian and Russian peoples.
He contributed to the settlement of thousands of Armenians in Russia and the founding of the cities of Grigoriopol and New Nakhichevan. I. L. Lazarev represented at work. The feather in the hand, the inkwell, and the book are attributes of an enlightened man of the eighteenth century.
